Add stored ships to fleets
Open Refleet ships at an eligible Shipyard. Select your unassigned ships from storage and choose an owned local fleet or create a new fleet where permitted.
The command may allocate crew from the tile's population. It must respect the 20-ship fleet and 10-fleet player limits. Verify the new fleet composition after transferring ships.
