Cast Shield
Shield is a Mage spell associated with Gravity research, intended to add Basic shielding to an eligible owned tile. The catalog records 100 points and 1 turn.
The historical code can report a rejected target and still charge a cost. Confirm the tile actually gained shielding before assuming the cast succeeded.
